E.L. Smith Water Treatment Plant Upgrade

Associated Engineering (AE) was retained to provide conceptual design review, permitting assistance, pre-design, detail design, procurement assistance and engineering services during construction for the upgrade to the E.L. Smith Water Treatment Plant, in order to increase the plant capacity from 240 ML/d to 400 ML/d.

Due to a tight required timeline, AE created coordinated design teams working in parallel to develop and deliver the designs. Some of the project components were delivered using traditional design-bid-build, while others were fast-tracked and employed a construction management approach. To accelerate the design, AE made extensive use of computational fluid dynamics analyses, and 3-D models of most of the major components. Permitting was complex and required a team to liaise with the various authorities and regulators to ensure that their needs were addressed.

The scope of the $140 Million project includes:

  • 1000 ML/d river intake
  • 400 ML/d low lift pump station (expandable to 800 ML/d) with new traveling screens and a 200 ML/d fish return system
  • Rapid mix facility
  • 1800 mm diameter raw water main twinning
  • Upgrades to the clarifiers
  • New channels and valves to increase the plant hydraulic capacity
  • Filter building expansion consisting of six new filters designed for deep-bed conversion
  • Addition of a 140 ML/d UV reactor
  • Additional powdered activated carbon, caustic soda, fluoride and ammonia storage and feed systems
  • New reservoir valving
  • New on-site sodium hypochlorite generation system
  • Various staff facility upgrades including a new maintenance shop
  • Twinned process waste drains and clarifier sludge drains
  • New 1500 mm diameter high pressure water transmission main and river crossing
